Shannon is a Logansport native. In 2006, he graduated cum laude from DePauw University, Greencastle, Indiana, with a Bachelor of Arts in Philosophy. In 2010, Shannon graduated from the Saint Louis University School of Law, Saint Louis, Missouri, with a Doctor of Jurisprudence.

Shannon was admitted to practice law in the State of Indiana and the United States District Courts for the Northern and Southern Districts of Indiana.

He is a member of the Indiana State Bar Association, the Cass County Bar Association, the Indiana Trial Lawyers Association, the Defense Trial Counsel of Indiana and the District 5 Representative for the Litigation Section Council of the Indiana State Bar Association. Shannon is the Secretary and Treasurer of the Cass County Bar Association. Shannon and his wife Jill live in Kokomo, Indiana.
